India vs China Infrastructure: Bullet Trains and Expressways, Compared

China has about 50,400 km of high-speed rail and 199,000 km of expressways. India has no operational high-speed rail yet and about 3,052 km of expressways.

The numbers

MeasureChinaIndia
High-speed rail in operationabout 50,400 km (end 2025)0 km. Mumbai-Ahmedabad (508 km) is under construction
Expressways / access-controlled highways199,000 km (end 2025)about 3,052 km (end 2025)
Four-lane and above national highwaysNot comparableabout 48,568 km (Feb 2026)
Total national highwaysNo verified figure found1,46,572 km (Feb 2026)

China’s figures come from China State Railway Group and its Ministry of Transport. India’s come from the Ministry of Road Transport and Highways (MoRTH).

High-speed rail: China runs it, India is still building it

China’s high-speed network grew from 37,900 km to 50,400 km between 2021 and 2025. In 2025 alone it opened 2,862 km of high-speed lines. The target is about 60,000 km by 2030.

India has no high-speed train running today. The first line is the 508 km Mumbai-Ahmedabad corridor. The Railway Minister has announced 15 August 2027 for the first section, Surat to Bilimora. The deadline has already moved more than once, from 2023 to 2026 and now to 2027.

About 4,000 km of further corridors have been floated. These are proposals only. None should be called approved until the competent authority sanctions them.

Highways: compare like with like

Do not set China’s 199,000 km against India’s 1.46 lakh km. China’s number counts only expressways, which are access-controlled roads. India’s number includes every national highway, and about 84,705 km of it is still two-lane.

Like for like, China’s expressways are about 65 times India’s access-controlled corridors. Against India’s four-lane and wider highways, China is still about 4 times ahead.

India is picking up pace. Under Bharatmala Pariyojana, 26,425 km has been awarded and 22,590 km completed against a 34,800 km target. Figures differ by date across releases, so check the latest MoRTH statement before quoting.

What should change

Copying China’s numbers is not a plan. India needs clarity and delivery on a few specific points:

    • Publish a dated schedule for each section of Mumbai-Ahmedabad, with reasons for every earlier delay.
    • Publish the sanctioned scope, cost and status of any further high-speed corridor before it is announced as a project.
    • Report expressway progress separately from total highway length, so the public can see real access-controlled mileage.
    • Back each new corridor with a published feasibility study and demand data.

China’s network also carries heavy debt and low profitability on many lines, according to reports. Passenger demand, not mileage alone, should decide where India builds.
